The Skill Pool is a centralised area where the knowledge and skills of the populace can gather in specialised psychic liquids and then be distributed back through the minds of the community and increase the general knowledge of the citizenry. Here, trained telepaths can sift through the abilities that the Skill Pool collects and pare down the knowledge to simple instructions. These instruction are then returned to the general populace's subconscious and allow them to develop skills and knacks without having to specifically learn them. This general knowledge increases the education level of the local population.
