The Parliament is a one-off building that can built and increases the government credibility greatly in the Culture. This facility, mostly open to the public, puts the government on display and allows for a greater amount of transparency in its operation. This is reflected by greater trust from the public (though the ability to perform covert actions is reduced as well) and therefore a smoother relationship between the two bodies. The parliament also increases the administration needs o the Culture significantly though it does produce a large amount as well.
