The Nerve Relay helps the Hive Queen to regulate her domination over the Culture. As the population spreads out the Hive Cluster finds it more and more difficult to spread the domination around. The nerve relay is an infrastructure connector for the Hive Mind control, meaning that it spreads the influence over a greater area than the Hive Mind could itself.
