Cities are the heart of any Culture in No Horizons. They provide shelter against the elements and a place to work and build, to raise families, engage in art and follow research. Each Culture will, while starting with only one small city, hopefully thrive and build great metropolises, towns in their hinterlands, small villages for trade or resource gathering and every step in between.
Cities in No Horizons are dynamic places that grow and expand as the needs of their populations demand. If people are in need of housing they will see to it themselves, and if they run out of room in the a given hex they will simply expand beyond the city's current borders in the next most desired location (which could be based on free space, terrain preferences, altitude and other factors).
Meanwhile as the Culture's directing force you might create units specifically designed to form new settlements, create a new swarm and Hive Cluster to make another centre of power or even make one of those pesky penal colonies into an official city!
The cities are centres of culture, thinking and industry. They might turn their hand to producing the building materials needed for any number of projects; to producing great thinkers and scientific marvels; to becoming a hub of art and culture that will change the way the universe sees itself; to creating Epic Projects of such magnitude and importance that they will alter the landscape, change everyday life and even bring tourists from across the Sphere!
