A Parliamentary System is a big step in the creation of a democratic government for the Culture. With this technology the Culture is able to build a parliament building which, if they have a democratic form of government, will increase government credibility a great deal. This advance allows for more transparency in government dealings and gives the public more confidence in the actions of their leaders.
