Training  To use certain equipment and undertake certain tasks members of your Culture will have to undergo training courses. For example, many staff that work in medical facilities will need to have medic training and some of those that work in some religious facilities will need training as well. More common, however, is military training. Many types of vehicles and equipment can only be operated by soldiers with the suitable training.

There are dozens of training courses available through the various trees of technology and it's up to individual players to determine which ones they will need. Each course takes time to learn so players need to bear in mind that they're using up years of their soldiers' lives. No good making them masters of all weapons if they're too old to lift them (of course, with a combination of age-retardant drugs, cyberware and healthy eating they might last a long time).

Dilemmas  Every culture faces challenges and in No Horizons, you have the ability to determine how your culture is to deal with certain challenges. These challenges are called Dilemmas. Each dilemma comes about due to a technological advance that counters existing thinking within the culture or creates a possible moral or ethical issue. As the leader of your culture you get to determine how your culture deals with these dilemmas initially. In the long run the decision is based on public opinion and whether you can sway the masses will determine your eventual culture direction... or you could just not tell them at all. Anything is possible in No Horizons.
