No Horizons is designed to allow you to pursue goals more complicated than simply expanding across the terrain and defeating your enemies by force of arms. We have developed multiple paths to achieving success that do not necessarily all come at a direct cost to your enemies. You may develop a Culture that is admired and respected by its neighbours and create community built on more than simple survival pacts.

Memes  Each Culture has its own style of doing things. While some of these trends are covered by other aspects of the game (technology, military strength, etc) some are covered by No Horizons' Memes. Memes are ideas and ways of thinking that spread in a way akin to viruses. They spread through contact and the more successful memes will spread faster and resist the influence of others

No Horizons divides Memes into several broad categories. Politics, Religion, Language and Cultural (in turn broken up into sport, literature, fine art and music). Each of these will spread within the Culture and to Cultures that are in contact with the player's own. Migrating populations will carry their memes with them but they may be spread by Propaganda actions or by the action of Great Leaders.

Memes will spread based on several factors. The strength of the meme and the resist of existing memes in other Cultures. A Culture is able to refine its memes so that they are more powerful (eg. by refining a style of art, or appeal and relevance of a political style, etc) and therefore more likely to spread.

Resistance is formed by the target Culture's social structure and sometimes a lack of communications methods (psychic languages simply will not spread to non-psychic species). Cultures that share memes are more likely to get along with each other, while the opposite also holds true. Cultures whose outlook on life and art is utterly different may have trouble empathising with each other.
