No Horizons doesn't force players to adhere to simple rules like, "you can only build one building in a city at a time". If you have the resources and workforce you can build as many buildings as you want, wherever you want. Place your nuclear powerplant away from cities to minimise the damage from accidents. Construct external research facilities to investigate phenomena that are too large to move or for conducting experiments in secret.

Players are free to specialised their technological pursuits in any of 5 major branches and 20 sub-strands. They can push onto more advanced technologies or refine existing ones to make their effects more pronounced. They are able to gain a broad understanding or be exclusive in what they learn. Different styles and the variable game-world will make the technological advancement of each Culture unique.

Deal with neighbours in a variety of ways - Diplomatically, Economical, Covertly or Militarily. The choice is down to your style and what your neighbours are doing. While you may not want to fight a war, if they're sending in the troops you may have to be prepared to face them in open conflict. Or you may be able to use propaganda to make their population so unhappy with the war that they openly revolt against their own government.

Economic ties may make the war effort untenable for either Culture or maybe your spies can just smuggle a suitcase-nuke into the heart of their parliament (hint: this may not stop as many wars as you might hope).
